Ways to Apply to Study in China

1. Exchanges between governments
Handled in the light of the bilateral exchanges agreements between the governments.

2. Inter-college exchanges
Handled in accordance with exchanges agreements between the colleges or universities.

3. Recommendations by communities
Applying by means of China’s relevant organizations or directly to related universities or colleges in China by foreign universities or colleges, educational organizations, friendship groups.

4. Individual Applications
Individual students may apply through China’s relevant agencies or directly to the relevant universities or colleges in China.

Preparation of Application Materials

1. Application forms for studying in China;

2. Physical Examination Record for Foreigners;

3. Diplomas of the latest degree, courses learned and transcripts;

4. As an extra, recommending letters by two teachers with titles of or above associate professor (or the equivalent) or persons of higher positions for those who apply for Master’ degree or doctoral degree studies.

5. Apart from items above, consignee identification of matters in China and certificate of economic guarantee need to be provided in the case of those who are at their own expense.

6. The above materials must be in Chinese or English, or with translation in any of these two languages. Relevant forms may be available from Chinese embassies (consulates) or concerned universities in China.

When to Apply

Foreign students of bilateral exchanges projects between governments should apply through relevant departments of their own countries, which are in charge of choosing and sending students to China, from February 1 to April 30.

Entrance Examinations and Tests

For learners and trainees of Chinese languages, enrollment will be on the basis of competitive selection in light of education certificates.

1. For those to be undergraduates of arts, enrollment will be on the basis of competitive selection in light of degree certificates, medium stage C level certificates of HSK (Hanyu Shuiping Kaoshi — Chinese Proficiency Test), and the examinations and tests held by the universities.

2. For those to be scientific, medical, agricultural, or technological undergraduates, enrollment will be on the basis of competitive selection in light of degree certificates, primary stage C level of HSK result, and the Admission examinations.

3. Those to be postgraduates ought to have bachelor’s degrees certificates, certificates for courses already attended and transcripts, recommendations of two associate professors (or with titles above), and will have to pass the entrance examinations arranged by relevant universities. Only by means of attending courses arranged by the universities and passing courses examinations after they arrive in China can these students gain their qualifications to prepare theses, or otherwise they will have to graduate as trainees. The applicants already in China should attend united postgraduate Admission examinations held by China. The graduates from universities in China and of the same year may be enrolled by universities and colleges in light of China’s recommendation admission methods without usual entrance examinations.

4. Applicants for doctoral study must be of Master’s degrees, with certificates, list of courses accomplished, two recommendation letters by teachers with titles of associate professor or above, and pass the examinations or tests held by the universities and colleges. Applicants already in China should attend united doctoral students admission examinations held for native students. Foreign postgraduates in China who are qualified of graduating and studying for doctorates ahead of schedule can study for doctoral degrees in advance according to the relevant regulations.

5. The would-be undergraduates, postgraduates and doctoral students of artistic colleges are required to offer the photos or tape records of their artistic works and tutor’s recommendations as well.

6. Foreign students who have graduated in China will be granted priority to return for further education.

7. Foreign students, of all types, will be examined by relevant universities, and enrolled on the basis of competitive selection.

The application for change of institution or major and the extension of study of scholarship students

1) The institution, major, research topic and duration of each scholarship student having been set when enrolled, in principle, cannot be changed. If there do exist valid reasons to change, the students shall contact relevant institutions on their own (within the 80 institutions), they should get approved from the institution they are studying at and the institution they want to transfer to. The foreign embassy in China shall note the China Scholarship Council (CSC) together with the approval letters from relevant institutions. After approval, they can make the change.

2) Scholarship students who finish the planned study and want to extend their study in China shall apply to the institution. If agreed, the institution will give the students approval letters. If they want to change to other institutions, they shall submit the approval letter from the target institution. The foreign embassy in China or the competent authority in charge of overseas students in the dispatching country shall note in write the CSC together with the approval letter, and be sure to include the students in the quota of the exchange program before April 30th 2000.

Admission Notice, Visa Application and Registration in China
1. Admission Notice

1). The Chinese government scholarship students

The institutions will send the Admission Notice to the CSC after enrolling the candidates. The CSC will send the Admission Notice and Visa Application for Foreigners Wishing to Study in China (JW201) by July 31st 2000 to the embassy in China or the Chinese embassy in the dispatching country, relevant dispatching organization or the applicants. It is kindly requested that authority concerned sent these two documents to the candidates in time.
2). Self-supported Students

a. The self-supported students who are included in the bilateral exchange program or recommended by overseas academic institutions, educational organizations or nongovernment friendly associations will be arranged among the 83 institutions which are open to Chinese government scholarship students. The issuance of the Admission Notice and the Visa Application are the same as the scholarship students.
b. Individual Application for self-supported study will be processed by the 400 institutions which are open to foreign students. They take charge of the enrollment and are responsible of direct sending the Admission Notice and Visa Application for Foreigners Wishing to Study in China (JW202) by July 31st, 2000.

2. Visa Application

According to the regulations of the Ministry of Public Security, foreign students of governmental scholarships can, with Admission Notice and the Visa Application Form for Studying in China (JW201 form) both delivered by the Chinese universities and Physical Examination Record for Foreigner, submit applications to Chinese embassies and consulates for X visa within due terms.

Students of in-college exchanges projects and self-paid students chosen by the Chinese universities can, with Admission Notice and the Visa Application Form for Foreigners to Study in China both delivered by the Chinese universities and the Physical Examination Record for Foreigner, submit applications to Chinese embassies and consulates for X visas within due terms.

Those who will stay in China for less than half a year may apply for F visa.

All foreign students shall bring the original copies of Admission Notice, Visa Application for Foreigners Wishing to Study in China (JW201) and Physical Examination Record for Foreigner to apply for the Visa to China and enter China with the above original documents. Those with other passports, visas or without the original forms of above mentioned documents cannot register at the institution, and they cannot apply for residence permit in China.

3. Enrollment Registration

1. All sorts of foreign students enrolled by Chinese universities need register in person at the receptions according to the dates by the Admission Notice. Those who fail to do so due to reasonable reasons should ask for permissions by the universities in advance, or otherwise the enrollment may be canceled.

2. All the registering foreign students need participate in the procedures of accommodation, health quarantine, residence and payment of registration fee.

4. Special Notice

1. Purchasing medical insurance and personal security insurance before coming to China.

2. If you would like your family members to accompany you in China, you would have to get the approval of the university in advance and accommodation for family members is not available, for the usual practice in management in university.

3. According to Chinese laws, foreign students cannot be employed in China when they are still at study. So self-supporting students must be well-prepared in fin.

A General Introduction About HSK
1. General Introduction

China’s Hanyu Shuiping Kaoshi, known as HSK or the Chinese Proficiency Test is a standardized test at the state level designed and developed by the HSK Center of Beijing Language and Culture University to measure the Chinese proficiency of foreigners, overseas Chinese and students from Chinese national minorities.

HSK includes two levels, i.e. the Elementary-Intermediate Chinese Proficiency Test (HSK Elementary-Intermediate) and the Advanced Chinese Proficiency Test (HSK Advanced). HSK is held regularly in China and other countries each year. Certificates of HSK will be issued to those who have secured the required scores.

HSK is applies to those who are at the elementary and intermediate level in Chinese proficiency, i.e., who have taken 400-2000 regular hours of modern Chinese courses (including those whose proficiency in Chinese is similar to that standard). The Advanced HSK is designed to measure the Chinese proficiency of those who are proficient in Chinese, i.e. who have taken 3000 regular hours or more modern Chinese courses (including those whose proficiency in Chinese is similar to that standard). Applicants who are interested in taking HSK shall make sure the test is applicable to them.

HSK and the issuing of HSK certificates are supervised by the State Commission of Chinese Proficiency Test under the Ministry of Education in China.

2. HSK Function

The HSK Certificate serves

1) to certify that the holder has obtained the required Chinese Proficiency to enter a college or university as an undergraduate or graduate student.

2) to certify that the holder can be exempt from studying Chinese courses depending on the level of certification.

3)as a basis for the employment institutions to evaluate the Chinese proficiency of their employees.

3. Apply Requirments

According to the regulations made by the State Education Commission of China, any foreign student who wants to apply for undergraduate programs in universities in China must take HSK and receive at least one of the following certificates:

1. Intermediate level C required for admission to a college or university of arts, such as Chinese literature, history, philosophy, etc. and Chinese medicine.

2. Elementary level C required for admission to a college or university of science or technology.
HSK is sponsored and issued by The State Commission of Chinese Proficiency Test. HSK is organized and administered by the Office of State Commission of Chinese Proficiency Test, the State Leading Group for Teaching Chinese as a Foreign Language and HSK Center of Beijing Language and Culture University.

4. Procedures of Registration

1) To register, an applicant is required to:
a) submit two 30?¢40 mm photos without head wear.
b) Show photobearing identification, such as an I.D. card, or passport.

2) Applicants shall pay the following fees for the test and registration:
a)HSK Elementary-Intermediate; RMB 180 yuan for the test, RMB 70 yuan for the registration.
b) HSK Advanced; RMB 250 yuan for the test, RMB 150 yuan for the registration. Other fees may differ for tests administered in other countries or to national minorities. Fees for the test and registration will not be refunded under any circumstances.

3) An applicant is not near to a testing location may register by mail and should send the following:
a) a copy of the identification paper.
b) a resume to include name, sex, nationality, and date of birth, address.
c) two 30×40mm photos without head wear. All applications must be sent by registered mail at least one week before the registration deadline. No registration may be made by telephone.

4) Agencies will issue admission tickets and handbooks to those registered. Examinees must report to the testing room according to the time and place written on the admission ticket. The admission ticket becomes invalid after the test date. The admission ticket will be issued to the examinee upon arrival at the testing site.

5. Preparations for the test

The test aims at measuring the examinees’ general competence in Chinese, so HSK is not based on any particular text book or Chinese course. Examinees may refer to any textbook in preparing for the test.

Examinees are encouraged to read the HSK Guide that describes the organization and content of the tests. The HSK Guide, available for purchase at all agencies, provides a description of HSK, sample test papers and a key , a vocabulary list covered in HSK, and is accompanied by a cassette tape recording of listening section of the sample test.

Examinees are required to enter the testing room with his/her admission ticket and photobearing identification paper (such as an ID card or passport). It is impossible for examinees to enter the testing room without his ID and admission ticket. Examinees should have nothing on their desks but their test books, answer sheets, pencils, and erasers.

The use of tape-recorders, cameras, dictionaries, notebooks, textbooks or papers of any kind is prohibited. Examinees who are late to the test (beginning with listening) for less than five minutes can enter the testing room; those late for five to thirty-five minutes may enter the testing room when the first part (listening) is finished; and those late for more than 35 minutes are not permitted to take part in the test.

Issuing of the HSK certificate and the score report The HSK certificate and the score report will be sent by HSK center to the agencies within two months after the test is administered. The agencies will keep the HSK certificate and the score report for three months after the test, and will not be responsible for keeping them thereafter.

6. Issuing of the HSK certificate and period of validity of the HSK certificate

The HSK certificate and score report will be mailed to the HSK centers or agencies by the sponsoring institution within two months after the test date. The candidates may get the certificate and score report either by collecting themselves at the test center or by mail from the test center.

The HSK certificate has permanent validity, whereas the period of validity of the score report, as a certification for foreign students to enter a college or university in China, is two years (beginning from the date when the test is administered).

Advisory services Information and other services concerning HSK are provided by the Office of State commission of Chinese Proficiency Test, the HSK Department of the Office of the State Leading Group for Teaching Chinese as a Foreign Language, and the HSK center of Beijing Language and Culture University. The HSK Guide, sample test papers and tapes are available for purchase at all agencies.

Foreign student scholarship
It is set by the educational exchange program signed or the understanding reached by China and other countries, organizations or institutions. It is divided into full scholarship and partial scholarship. Applicants can apply to the competent or relevant authority of the dispatching country or the Chinese embassy (consulate)

The Great Wall Scholarship
It is set for the candidates recommended by the United Nations Educational, Scientific and Cultural Organization (UNESCO). It is full scholarship. Applicants can apply to the UNESCO or its branches.

Distinguished Foreign Students Scholarship
It is established for students with excellent performance both in conduct and study who have finished one level of study in China and continue to pursue a higher level degree study in China. It is full scholarship. Applicants can apply to the CSC through the recommendation of their institution.

HSK Winner Scholarship Program
It is established for non-native Chinese language candidates with excellent performance in HSK test (Chinese Proficiency Test). It is full scholarship. Applicants can apply to the CSC through the test holding unit or the Chinese embassy (consulate).

Chinese Culture Research Fellowship
It is established for overseas scholars who are engaged in the study of Chinese culture. It is full scholarship. Applicants can apply to the CSC through the recommendation of relevant Chinese institutions, professors or the Chinese embassy (consulate) or directly to the CSC.

Short-term Studies Scholarship Program for Foreign Teachers Teaching Chinese
It is established for foreign Chinese language teachers. It is full scholarship. Applicants can apply to the CSC through relevant Chinese institutions or the Chinese embassy (consulate) or directly to the CSC.
